The West Midlands Police and Crime Commissioner Simon Foster, said: “I welcome this Police Race Action Plan that has been developed jointly by the National Police Chiefs’ Council and the College of Policing. I am pleased that many of the recommendations echo the commitments in my Police and Crime Plan.
“The Plan accepts that policing still contains bias, disproportionality, discrimination and racism, including overt racist behaviour. That is unacceptable and will not be tolerated. We have to eliminate any bias, disproportionality, discrimination and racism from policing and our criminal justice system. We need policing and a criminal justice system that is actively and avowedly anti-racist. Anything less than that, runs entirely contrary to justice, equality before the law, the rule of law and undermines the principle of policing by consent.
“In order to challenge, change and to deliver a police service that is anti-racist and trusted by Black people I have pledged the recruitment of 1,000 police officers from Black, Asian and Minority Ethnic backgrounds, effective oversight and scrutiny of stop and search, use of force and body worn video evidence and increased use of equality impact assessments.
“Whilst the commitment to a national approach to recording section 163 road traffic stops is very welcome, we have led the way and have been calling for this for many years.”
